Plot Trouble

Due to our town growing faster than we are able to make plots, i propose that we make an apartment complex for the new members. As to location and materials needed, i'm not quite sure on how to start it. I am open to suggestions on how to go about this.

So you mean we can make plots on floors, if that's the case I like it

Sort of :/ it would be like the mall only it can't be protected perfectly without making the rooms unchangeable basically it would be a pre-made room where you can use chests furnaces and crafting tables. Door's would be locked by me or an assistant and the tennent's name would be /cmodified to the lock while they live there.
